Bot creation plugin enhancement

I've adjusted the plugin which creates a bot to take over when a player joins.
Previously when you joined in a running map you only got pistols.
Now when at least one human player has a primary weapon in hand, the new bot will get a shotgun.
This should avoid giving new bots a primary weapon in maps where players should get a primary weapon later only (e.g. c1m1_hotel)

So now you should not be so defenseless when joining in a running map with already 4+ humans in it.
Note if there is already a bot free in the map, the new player will get that bot and its weapons etc as it already was before.
