Ban times for team killing increased

It seems that the short ban time was not enough.
I've set the plugins default now.
60 minutes ban for reaching the Team Attack counter.
30 minutes ban for 4 team kills.
Like before everything is stored in a database and it affects all servers.
So reconnecting does not clear the counters and if you are banned it is on all servers.
