My opinion

I think weapons are disbalanced. It's much easy to play with sniper rifle, no matter on wich difficulty and how many gamers are in the game.
Maybe decrease sniper rifles' power or disable "CI health" plugin or increase rifles power.
I mean 2018 and 2019 servers.

You are right. Weapons are disbalanced.

Valve's fault.
Snipers always kill with 1 Hit, except on Realism.
Same for Magnum, but this work in realism, too.

Maybe it's possible to make snipers as a 2-hit-kill weapon...
I'm not sure.

For me it seems, the damage of the rifles,smg etc. is in a good balance with the infected HP.
I think if there should be something done, then change the snipers...

btw: scout & awp have a very slow firing rate, so they'e a bit more balanced then the two others

We didn't modify anything.
The one hit sniper kill can't be adjusted.
Once I tried to decrease the Magnum power on Realism and then we got Zombies running around with only one leg.
The Magnum still tore the foot off, but the Zombie didn't die.
This was really awfull and looked so stupid.
Same happens if the Sniper does not kill with one hit.
One-legged running Zombies.

This is also the reason that on some servers only one sniper rifle is allowed in a whole team.
But it is not so easy to enforce that on servers with buy system.

Adjusting the CI health does not help because it simply kills a CI with one hit independently of the CI health.

One thing we could do is reducing the sniper ammo so that it gets more expensive to shoot often with the two fast sniper rifles.
Maybe the clip size could be lowered too so that you have to reload more often.

But besides that I only can recommend to play on Realism.
The Snipers are far less useful there.
Only the Magnum is overpowered there (and melee as always in all modes)
