Split custom campaigns on the servers

I've split custom campaigns now on 2 servers.
We had errors when starting the servers, that too many custom maps are installed.
So now 2018 has half the maps and 2019 the other half (same for 2016 and 2017)

GunGame still has all maps at the moment.

Maybe the servers are more stable with less maps.
We will see.

Tested it for a while but it made no difference.
So all servers have all custom campaigns installed again.
