L4D2: Updated the Common Infected Regulator

I have updated the Common Infected Regulator (see [You must be registered and logged in to see this link.])
Joker has tweaked it a little too so that the common infected also get stronger with the amount of players on the server.

Note: This plugin is running since a few days. I could not change the date of this post to the earlier date (2013-03-25)
