Team Attack counter will ban now instead of slay

I have changed the Team Attack counter so that a ban will happen when the counter is full or when too many team kills are done.

Some bans may show the wrong server name in the sourcebans web site.
This is because the "alServ2021 GunGameMod" server started as a copy of the "alServ2019 Coop" server.
And I forgot to adjust the "ServerID" in the sourcebans.cfg of the copied cfg file.
I have corrected the "ServerID" now but maybe it will be in effect only after a restart of the GunGameMod server.
