Voice chat should be enabled and it should work on all servers. Maybe the problem is on your side.
Anyway you should better use "Mumble" or "TeamSpeak". So you can talk to your friends even when the game is not running or the level is loading etc. Further more the voice quality is better and you do not disturb other players.

i think this is my friend from Colombia, he use mic, but i hear only noise, or vowel. Maybe the problem is he is too far from server, and bad ping. He also experience lags sometimes, i think this is the problem.
