Added "�" to the list of bad names

I have added "�" to the list of bad names.
So I hope that all player names containing this stupid special character are banned now.

One effect of this "�" character is that SourceBans cannot list any of the players on a server where one player with "�" in his name is connected.

Even HLstatsX cannot display the further pages (2 or 3) of this search result.
By manually adding "&page=2" or "&page=3" to the URL you can see the other pages:

Update:
Problem goes deeper.
It seems that this character comes, when a nosteam player uses special characters (byte value > 127) for his name in the rev.ini file and saves that file not as UTF-8.
The game and every backend system will assume UTF-8 and cannot display this characters properly then.
